The NCSC was formed in 2002 under the Care Standards Act 2000, which itself was a response to the recommendations of the Royal Commission on Long Term Care in 1999. The NCSC replaced local and health authority independent inspection units which had previously been responsible to the registration and inspection of care services in England. The NCSC was replaced by the Commission for Social Care Inspection (CSCI) and the Commission for Healthcare Audit and Inspection (CHAI) in April 2004. The NCSC was responsible for the introduction of the National Minimum Standards, the first time that national standards for some care services had been applied in England.
