CQC Outcomes

'Evidencing' the Essential Standards of Quality and Safety

What are the CQC Outcomes?

There are CQC outcomes associated with each of the 28 Essential Standards in Quality and Safety, which all care providers must comply with, as a result of the following legislation: Health and Social Care Act 2008; Health and Social Care Act (Regulated Activities) Regulations 2010; and the Care Quality Commission (Registration) Regulations 2009.

The aim of the outcomes is to ensure that service users receive a specific standard of care/service, and that the required quality and safety for a specific outcome is always being achieved. The service user is therefore at the heart of any care service being offered, and the outcomes seek to ensure that the specific service being offered never compromises the essential standards.


The 28 Outcomes:

There are 16 key outcomes which must be met, whether you are new provider or an existing provider of care. New providers must satisfy that they meet all of the 16 key outcomes* in order to progress with their registration, while established services must also satisfy the remaining 12 outcomes. The CQC outcomes are grouped together under the following headings:

Involvement and Information

  • Outcome 1: Respecting and involving people who use services*
  • Outcome 2: Consent to care and treatment*
  • Outcome 3: Fees

Personalised care, treatment and support

  • Outcome 4: Care and welfare of people who use services*
  • Outcome 5: Meeting nutritional needs*
  • Outcome 6: Cooperating with other providers*

Safeguarding and Safety

  • Outcome 7: Safeguarding people who use services from abuse*
  • Outcome 8: Cleanliness and infection control*
  • Outcome 9: Management of medicines*
  • Outcome 10: Safety and suitability of premises*
  • Outcome 11: Safety, availability and suitability of equipment*

Suitability of Staffing

  • Outcome 12: Requirements relating to workers*
  • Outcome 13: Staffing*
  • Outcome 14: Supporting workers*

Quality and Management

  • Outcome 15: Statement of purpose
  • Outcome 16: Assessing and monitoring the quality of service provision*
  • Outcome 17: Complaints*
  • Outcome 18: Notification of death of a person who uses services
  • Outcome 19: Notification of death or unauthorised absence of a person who is detained or liable to be detained under the Mental Health Act 1983
  • Outcome 20: Notification of other incidents
  • Outcome 21: Records*

Suitability of management

  • Outcome 22: Requirements where the service provider is an individual or partnership
  • Outcome 23: Requirement where the service provider is a body other than a partnership
  • Outcome 24: Requirements relating to registered managers
  • Outcome 25: Registered person: training
  • Outcome 26: Financial position
  • Outcome 27: Notifications – notice of absence
  • Outcome 28: Notifications – notice of changes

* Denotes the 16 key outcomes of the Essential Standards of Quality and Safety.

The 16 key outcomes relate specifically to quality and safety and are therefore determined to be more important than the remaining 12 outcomes, which focus on the general management of the care service in question. They are however, important and should be integrated into the care service plans by the registered manager.


How do I achieve compliance?

To demonstrate that you comply with the outcomes, you must produce evidence which supports your assertions that you have placed the positive experience of the service user at the heart of your service, with quality and safety being paramount.

The simplest and easiest way to demonstrate compliance is to utilise policies and procedures which adhere to the outcome framework of the essential standards, and which are consistently being utilised and followed.
