Supported Living

Quality Management & Compliance System

Supported Living is a special variant of services delivered to a person in their own home. It is generally provided for people with learning disabilities, and is characterised by a focus on normalisation, support as opposed to care, and a planned approach to the service user developing their independence.

The spectrum of service described as Supported Living is wide, varying from services which are very close to conventional domiciliary care, through to services which show similar characteristics to a care home.


Recent Changes to the Provision of Supported Living Services

Historically, the provider of the accommodation and the provider of the care or support service have had to be entirely separate organisations, for example a housing association providing the accommodation, and a care provider providing care or support services. The intention of such an arrangement is that the service user can change their care or support provider if they are dissatisfied with the service, a course of action which would be considerably more difficult if it also meant a possible change of accommodation. However, commissioners currently appear to be more relaxed about the split, and many are prepared to accept a lesser distinction between the providers, such as separate companies with common or similar ownership. In addition, it is now possible for persons with mental and physical disabilities to live in their own homes and have personal support provided by another organisation or by hiring a personal assistant (paid visiting or live-in carer).

Until the advent of the Health and Social Care Act 2008, Supported Living schemes did not have to be registered. The Health and Social Care Act 2008 has brought Supported Living into a legal framework, requiring registration from 1st October 2010 of all Supported Living schemes except for a small number where all of the service is purely prompting and encouragement (i.e. with no element of supervision to ensure that the actions have been carried out).
