Domiciliary & Home Care System

Home care or domiciliary care is the provision of care provided within the service user’s own home, in contrast to residential care, which provides accommodation and care in premises which are not the service user’s historic home. There are blurred margins between the two services, for instance where a service user has moved from their historic, independent, home to accommodation which may be self-contained but aggregated into a block of similar accommodation, and from which they purchase care delivered by staff that come into their home from the outside.


Regulation Standards for Home Care & Domiciliary Care Services

For many years domiciliary care did not have to be registered and inspected in the same way as residential care, but the Care Standards Act 2000 brought domiciliary care into the statutorily controlled area in England and Wales, requiring registration and meeting regulatory standards, currently under the Health and Social Care Act 2008.

In recent years the public commissioners and purchasers of care have responded to changing tastes and placed increasing emphasis on keeping people requiring care in their own homes and providing care to them, and less emphasis on referring such people to residential care.

Domiciliary care services cover a very wide range, from short visits as infrequently as once a day, through multiple or extended visits each day, to 24 hour care. The common characteristic is that the care is delivered by carers who travel to the service users own home to deliver the care, and those staff may be delivering care to a number of different clients each day. There are also a small number of services where care staff “live in” the service user’s own home.
